    Tax records show that labor costs at the National September 11 Memorial & Museum at the World Trade Center Foundation rose 58 percent in 2011 and the organization's expenses tripled to $35.6 million as revenues fell, The Wall Street Journal writes:
    New York City officials say that 12 MTA-subsidized billboards next to highways in Queens and the Bronx violate zoning regulations, while the transportation authority is challenging the Buildings Department on the restrictions in court, the Times reports:
     A state Supreme Court justice dismissed a lawsuit brought by the New York Retired Public Employees Association challenging a state decision to impose health care cost increases on retired workers negotiated by public employee unions, the Times-Union reports:
    The Journal News posted an interactive map of registered handgun owners in Westchester and Rockland counties using publicly available data, eliciting angry comments from some readers:
    New York City has had only 414 murders so far this year and is on pace for a record low, though officials disagree on whether the NYPD's stop-and-frisk policy is behind the decline, the Daily News writes:


    * In his "What You Should Know" column yesterday, the email blast authored by state Sen. Rubén Díaz, Sr., the Bronx senator ticked off his top ten wishes for the New Year, a list that jabs at everyone from the Senate Independent Democratic Conference to Gov. Andrew Cuomo. But Díaz directed his most inflammatory statement at Sen. Malcolm Smith, who recently defected from the Democratic conference to join the IDC, writing that he wishes, "For Senator Malcolm Smith, to find another minority to join him in order for him not to be the only Uncle Tom in the house." When asked about his comments, Díaz said that he is tired of people using black and Hispanic pain for their own benefit, and suggested that Smith is being exploited by the IDC and Senate Republicans simply to have a minority face in their leadership coalition. "I know the game, I know how they play. [The Senate leadership] need[s] to show that they care [about minority issues] and for that they get one or two [minorities]," Díaz said. "They give a little piece of bone to Malcolm, and they say 'we have the minority we love'." Smith did not respond to a request for comment.

    The mass shooting in Newtown, Conn., has reignited a national debate on gun control. As elected leaders begin the dialogue, some facts are clear -- there has been a massive increase in gun sales. Some things are not so clear -- such as whether there is causation between more guns and more violent crimes. And some are contrary to the general impression -- for example, the rate of gun murders is down, not up.

    We have decided to look at some of the rhetoric and how it squares with the facts, while offering some broader context to inform the debate.

    *Rep. Louie Gohmert said that "every time ... conceal-carry [gun laws] have been allowed the crime rate has gone down." But that is far from a settled issue in academia.

    *Dan Gross, head of the Brady Campaign used the number of daily gun murders as proof that "gun violence rates are not" going down. But the rate of gun murder is at its lowest point since at least 1981: 3.6 per 100,000 people in 2010. The high point was 7 in 1993. However, non-fatal gun injuries from assaults increased last year for the third straight year, and that rate is the highest since 2008.

    *Federal data also show violent crimes committed with guns -- including murders, aggravated assaults and robberies -- have declined for three straight years.

    *Rep. Donna Edwards said that "since Columbine, there have been 181 of these school shootings." That's an inflated figure. She used a list of "major school shootings" supplied by the Brady Campaign that included incidents that were neither shootings nor at schools. By our count, the list shows 130 school shootings since Columbine that resulted in at least one student or school official being killed -- still unacceptably high, but a quarter fewer than claimed.

    Here are some other facts. The United States has the highest rate of gun ownership in the world -- by far. And it has the highest rate of homicides among advanced countries. And yet, gun crime has been declining in the U.S. Firearm murders are down, as is overall gun violence -- even as gun ownership increases.     Suprise School Safety Drill Terrifies Students and Staff in Harlem

    A Harlem school's attempt to make teachers and students feel safer in the wake of the Newtown massacre backfired terribly on Tuesday morning. Officials at the Horan School, which serves 300 special needs students, decided to practice the school's emergency procedure without warning teachers beforehand. After a woman said over the loudspeaker, "Shooter," or, "intruder," and, "get out, get out, lockdown," panicked teachers called 911 as students looked for hiding spots. “We really thought we were not going home that night,” said one teacher. “It was probably the worst feeling I ever had in my life.” The New York City Education Department, says it's "looking into how this drill was conducted.”

    The New York City Taxi and Limousine Commission (TLC) wishes to alert its licensees of a new licensing requirement for all TLC licensed drivers. 

    To comply with New York City Local Law 36 of 2012, every TLC licensed driver must watch a training video on Sex Trafficking Awareness before they can proceed with their new or renewal license application.  Once the licensee has finished watching the instructional training video, their signature on their license application confirms that they have completed this training and are aware of and understand the penalties should they be convicted of a violation of these laws.

    Christmas Day and the Winter Solstice

    Christmas Day is a Christian holiday commemorating the birth of Jesus Christ. Although the actual date of Christ's birth is unknown, it has been celebrated on December 25 since the 4th century.

    In ancient times, Celts divided the year into four sections marked by "quarter days"—the days of the two solstices and two equinoxes. The winter solstice, the shortest and darkest day of the year, was the fourth quarter day. In 2012, the winter solstice arrives at 6:12 A.M. On December 21 (EST), the earliest winter since 1896.

    The winter solstice signaled a celebratory time, as the Sun began to reemerge and the land experienced a rebirth. Gradually, the fourth quarter day merged easily with the Christian celebration of the birth of Christ. As Christianity began to spread in the 4th century, the Christmas feast day was set on December 25 by Pope Julius I to align with the Roman pagan holiday Dies natalis solis invicti, "the birth of the invincible Sun."

    Today's rich mosaic of Christmas customs dates back through the ages. Evergreen branches were used to symbolize life in ancient solstice festivals, as they stayed green in winter. Christmas lights may have evolved from the Yule log, which was lit to entice the Sun to return as part of the jól (Yule) festival in ancient times.
