HARLEM — More than a dozen cars were towed away near St. Nicholas Houses Tuesday morning in anticipation of the groundbreaking of a new Harlem Children's Zone charter school.

Mayor Michael Bloomberg, U.S. Department of Housing and Urban Preservation Secretary Shaun Donovan and New York City Schools Chancellor Cathie Black were among the dignitaries at the groundbreaking for the new outpost of the successful charter school.

Cars that were parked at an angle on West 131st Street between Adam Clayton Powell Jr. and Frederick Douglass boulevards were relocated by at least three New York Police Department tow trucks before 9 a.m., according to officials.

No Parking signs were put up Monday around the complex between West 127th and West 131st streets and Adam Clayton Powell Jr. and Frederick Douglass boulevards warning motorists not to park along the strip, but at least one resident claimed the signs were gone by Monday evening.

"People were very upset this morning," said the man who asked not to be named. He said he moved his own car to the other side of the street this morning to be safe. "People were highly offended at having their cars moved."

A NYCHA officials said the cars were moved as a security precaution.
