An NYPD officer was treated and released and an EMT was hailed as a hero after investigators say the officer was shot in the foot Monday morning by an emotionally disturbed man who grabbed his gun while being brought into Harlem Hospital.

NEW YORK — One of the first Black female Emergency Medical Technicians in New York City has sued the New York Fire Department accusing them of racial harassment.

Valerie Brancat, 49, has been an NYC EMT since 1986.

The New York Post reports:

In fact, she says, she was still in training when one “white male classmate” put on a gorilla mask and told her “it was what African-Americans look like,” says the civil-rights suit, filed in Brooklyn federal court.

Such incidents allegedly continued even after the FDNY absorbed the EMS in 1996. She was routinely passed over for promotion in favor of white male co-workers, according to her lawyer, Jeffrey Goldberg.

HARLEM — As a hospital patient care technician, Ron Thomas, 40, sees the flaws in traditional medicine.

"In America, we are more focused on prescriptions and surgery, which have their place, but it's all we know," he said.

That's why Thomas is one of the first students to enroll in the New York College of Health Professions' new programs at Riverside Church in Harlem. The college has had programs in Syosset, Long Island for decades, but there was a demand for the classes in the city.

Opened this fall, the school offers an associates degree in occupational studies and a bachelor of professional studies in acupuncture. Students study massage, acupuncture and other aspects of holistic medicine such as tai chi.

Holistic medicine is a fast growing field that is becoming more accepted by Americans, experts say. Massage therapy was a $16 to $20 billion industry in 2009 and employment as a massage therapist is expected to jump 19 percent by 2018.

EVACUATION ZONES AND SHELTERS

If the mayor calls for an evacuation of Zone A, residents in the following areas will be asked to seek higher ground: Battery Park City, Tribeca from Greenwich Street to the Hudson River, the Financial District from Beaver Street to the harbor and from Pearl Street to the East River, Chinatown from Cherry Street to the East River, and on the Lower East Side from Baruch Drive in the Baruch Houses to the river.

In the East Village, Zone A extends to Avenue D from East 4th Street to East 8th Street.  From there, it extends to Avenue B up to 14th Street.

From there, the zone extends into Stuyvesant Town, from Avenue C to the East River, and even parts of Gramercy and Murray Hill, from East 20th Street to East 37th Street from First Avenue to the river.

On the west side, everything west of 11th Avenue is in the riskiest flood zone between Tribeca and Chelsea. There, Zone A extends from the Hudson River to 10th Avenue, between West 20th Street to West 26th Street, and from the river to 11th Avenue between West 26th Street to West 41st Street.

From there, the zone covers the area west of the West Side Highway between West 41st and West 72nd Streets.

Mayor Michael Bloomberg urged residents of Zone A Thursday to seek shelter with friends and relatives who live on higher ground. For those who have nowhere to go, the city has shelters set up at certain points in Manhattan that will be open beginning at 4 p.m. Friday.

Those evacuation shelters are: Seward Park High School, at 350 Grand St.; Baruch College on East 23rd Street and Lexington Avenue; the High School of Graphic Communication Arts, on West 49th Street, between Ninth and 10th avenues; John Jay College at 10th Avenue and West 59th Street; Hunter College, at Park Avenue and East 68th Street; Brandeis High School on West 84th Street between Amsterdam and Columbus avenues; IS 118, at Manhattan Avenue and West 105th Street; PS 171, on East 103rd between Fifth and Madison avenues; IS 88, between Adam Clayton Powell Blvd. and Fredrick Douglass Blvd.; Bread and Roses High School, at Edgecombe Avenue and West 136th Street; City College, at Amsterdam Avenue and West 138th Street; IS 90, at Jumel Place and West 168th Street; and at George Washington High School, between Audobon and Amsterdam avenues at West 193rd Street.

From there, evacuees will either be assigned to that shelter or taken to another shelter.

HARLEM — With some of the highest asthma rates among children in the country and eight public schools that burn the dirtiest type of heating oil, a city plan to phase out the pollutant should begin in Central Harlem, Community Board 10 said.

"Because of the adverse affects of asthma in Central Harlem we should be first," said CB 10 chair W. Franc Perry.

Perry cited the black smoke billowing from Harriet Tubman elementary school on West 127th streets between Adam Clayton Powell Jr. Boulevard and Frederick Douglass Boulevard.

"The black smoke comes out first thing in the morning," said Perry.

Under Mayor Michael Bloomberg's PlaNYC, boilers that burn heating oils No.4 and No.6, which emit black soot that increases asthma, heart attacks and premature deaths, would be phased out by 2030.

Boilers using the dirtiest form of oil, No. 6, must switch to a lower sulfur form of No. 4. By 2030, even No. 4 would be phased out in favor of cleaner alternatives.
